Frequently Asked Questions
The average price of a condo in Metro Manila varies widely by location. In premium areas like BGC (Bonifacio Global City) and Makati CBD, prices range from ₱150,000 to ₱350,000 per square meter. Mid-range areas like Pasig, Mandaluyong, and Quezon City range from ₱60,000 to ₱130,000 per sqm. A studio unit typically starts at ₱2.5 million, while 2-bedroom units average ₱5 million to ₱15 million depending on the location.
Foreign nationals generally CANNOT own land in the Philippines under the Philippine Constitution. However, foreigners CAN legally own condominium units, provided total foreign ownership in the condo building does not exceed 40% of the total floor area (per Republic Act 4726 or the Condominium Act). Former Filipino citizens (natural-born) may re-acquire land ownership rights under RA 8179. It is recommended that foreigners consult a Philippine real estate lawyer before purchasing.
Pre-selling refers to the practice of selling condominium or subdivision units before construction is complete — sometimes even before groundbreaking. Pre-selling prices are typically 10–30% lower than Ready-for-Occupancy (RFO) prices. Buyers pay a reservation fee, then equity payments spread over 12–36 months, with the balance paid via bank loan or Pag-IBIG upon turnover. Pre-selling projects are regulated by DHSUD (formerly HLURB), and buyers are protected by the Maceda Law (RA 6552).
To apply for a Pag-IBIG (HDMF) housing loan: (1) Be an active Pag-IBIG member with at least 24 monthly contributions; (2) Choose a property and secure a reservation agreement; (3) Submit loan application at a Pag-IBIG branch with required documents (ID, proof of income, property documents); (4) Undergo property appraisal and loan evaluation; (5) Sign loan documents upon approval. Maximum loanable amount is ₱6.5 million (as of 2024) at interest rates starting at 5.375% per annum for the 1-year repricing period. Loan terms up to 30 years.
A TCT (Transfer Certificate of Title) is issued for land and house-and-lot properties under the Torrens system administered by the Land Registration Authority (LRA). A CCT (Condominium Certificate of Title) is issued for individual condominium units under the Condominium Act (RA 4726). Both are conclusive evidence of ownership. When buying a condo, you receive a CCT. When buying a house-and-lot or lot-only property, you receive a TCT. Always verify titles at the LRA or Registry of Deeds and check for encumbrances before purchase.
Historically, the areas with the strongest property appreciation in Metro Manila include: (1) BGC/Bonifacio Global City in Taguig — consistently the highest appreciation due to master-planned development; (2) Makati CBD — established business district with limited land supply; (3) Ortigas Center in Pasig/Mandaluyong — secondary CBD with strong rental demand; (4) Alabang/Muntinlupa — premium residential enclave in the south; (5) UP-Katipunan corridor in Quezon City — driven by university and tech park proximity. Infrastructure projects (Metro Rail Transit extensions, expressways) also drive appreciation in areas like Pasay, Paranaque, and parts of Cavite and Bulacan.
When buying property in the Philippines, typical buyer costs include: (1) Documentary Stamp Tax (DST): 1.5% of selling price or zonal value; (2) Transfer Tax: 0.5%–0.75% depending on the city/municipality; (3) Registration Fee: approximately 0.25% paid to the Registry of Deeds; (4) Notarial Fee: 0.1%–0.5%; (5) Title transfer processing fees. The Capital Gains Tax (6% of selling price) is technically the seller's obligation but is sometimes negotiated. If financing, add loan processing fees, appraisal fees, and mortgage registration tax. Total buyer-side closing costs typically range from 3%–5% of the property price.
The Maceda Law (Republic Act 6552) is a Philippine law that protects buyers of residential real estate on installment from arbitrary cancellation by sellers or developers. Key protections: If a buyer has paid at least 2 years of installments, the seller cannot cancel without a 60-day grace period notice, and must refund at least 50% of total payments made (plus 5% for every year beyond 5 years of payments). If fewer than 2 years of payments were made, buyers get a 60-day grace period. The law covers residential lots, condominiums, and houses purchased via installment from developers.
To verify a Philippine real estate developer: (1) Check DHSUD (Department of Human Settlements and Urban Development) registration — all developers must register their projects; (2) Look for a License to Sell issued by DHSUD for each specific project; (3) Verify the developer's track record of completed projects (avoid developers with no RFO units); (4) Check if the property title is clean (no liens) via the Registry of Deeds; (5) Engage a PRC-licensed real estate broker (REB) who can verify developer credentials. Major established Philippine developers include Ayala Land, SM Prime, Megaworld, SMDC, Federal Land, Rockwell Land, and Vista Land.
The Philippine real estate market has shown resilience driven by strong OFW remittances, BPO sector growth, and continued infrastructure development (Metro Rail, expressways). Key considerations: Interest rates from Bangko Sentral ng Pilipinas (BSP) directly affect mortgage affordability — monitor rate movements. Metro Manila premium areas remain strong; provincial markets (Cavite, Laguna, Cebu, Davao) offer better value. Pre-selling offers the best entry price but carries construction risk. For end-users (not investors), timing matters less than finding the right property within budget. Always consult a licensed real estate broker for current market conditions.
